SAN JOSE HILLS, Los Angeles County — County planning documents identify the San Jose Hills Communities as a pair of unincorporated areas: Walnut Islands and West San Dimas.

They are covered by the East San Gabriel Valley Area Plan, adopted by the Board of Supervisors on May 21, 2024, and effective June 20, 2024. The plan established updated policies for housing, transportation, open space and community character across 24 unincorporated East San Gabriel Valley communities.

Which government handles permits?

Some islands are surrounded by incorporated cities such as Walnut, San Dimas, Pomona or West Covina. A mailing address using one of those city names does not by itself establish city zoning authority. Owners must check the assessor parcel number and county zoning map to confirm who handles permit applications.

County materials also distinguish the broader San Jose Hills mountain range from the legally and administratively described unincorporated communities. Not every home within sight of the hills is inside the county islands.
